Grant Overview
Saskatchewan’s population density of 1.8 persons per square kilometre leaves 37 percent of residents aged 15-29 living outside any community with a permanent post-secondary campus. Saskatchewan Polytechnic reports that 2022 enrollment from rural health regions fell 19 percent below urban rates in information technology programs, a gap directly linked to absence of reliable high-speed infrastructure and seasonal transportation. The provincial broadband map identifies 142 census subdivisions with download speeds below 25 Mbps, all located outside the Regina-Saskatoon corridor.
Mobile coding units must therefore operate from retrofitted vehicles carrying their own satellite or LTE backup and generator power. Fuel and winterization costs are line items that must be justified against Statistics Canada winter road closure data for each proposed route. Applications are scored on the percentage of operating weeks scheduled between November and March, because these months show the largest documented drop in youth participation when fixed-site programs close.
Eligibility further requires a signed letter from the local rural municipality or First Nation band council confirming that the vehicle can legally park at a school, community hall, or health centre for the full session length. Saskatchewan Ministry of Education will not accept applications that list only verbal agreements or that rely on commercial retail parking lots. Budgets are capped at $185 per participant per week to reflect actual per-kilometre operating costs published in the provincial school bus transportation formula.
Successful proposals must also submit a letter from at least one Saskatchewan employer in agriculture technology or resource extraction committing to review participant portfolios for entry-level coding roles. This letter must include the employer’s Saskatchewan Corporate Registry number and a statement that no similar training is currently offered inside that employer’s own facilities. Programs are prohibited from counting national corporate partners without Saskatchewan payroll records. Final reporting is limited to three metrics: number of participants completing a portfolio project, number of those portfolios reviewed by a Saskatchewan employer, and number of participants who obtain Saskatchewan employment or Saskatchewan post-secondary enrollment within six months of program end.
