Saskatchewan eligibility begins with organizational registration under either the Saskatchewan Non-profit Corporations Act or federal band status. Only entities with majority Indigenous governance and a physical address within the province's 12 health regions qualify. Projects must demonstrate direct benefit to First Nations or Métis communities located in the northern boreal forest or southern prairie agricultural zones.

Application realities require submission of a two-page project summary plus a detailed budget using the province's standardized template. Applicants must also provide letters of support from the relevant tribal council or Métis regional council. Processing occurs twice yearly, with the January and July cutoffs. Incomplete files are returned without review, a frequent outcome for groups lacking prior grant experience.

Traditional healing documentation projects face additional provincial requirements. Any repository of knowledge must be housed at a Saskatchewan institution holding appropriate archival certification. Partnerships with the University of Saskatchewan's Indigenous Studies department or the Gabriel Dumont Institute satisfy this criterion more readily than external arrangements.

Demographic data shows Saskatchewan's Indigenous population at 16.3% of the total, with higher concentrations in the North West and Mamawetan Churchill River health regions. These areas also record the lowest rates of broadband connectivity, at 47% household access. Applications therefore must address data storage solutions that function without continuous internet.

Unlike Manitoba or Alberta applications, Saskatchewan requires explicit confirmation that traditional knowledge collection will remain under Indigenous control and will not be transferred to external databases without written consent from participating Elders. This rule stems from prior provincial health records policies and applies uniformly across all 18 census divisions.

Strongest fit exists for established tribal councils or Métis locals already operating community archives. Newer groups must first secure a fiscal host that meets the two-year audit threshold before advancing an application.
