Youth facing this barrier include those in farm families who leave school for seasonal labour, Indigenous youth living on reserves without reliable bus service to off-reserve schools, and recent immigrants in smaller cities such as Swift Current and Yorkton whose prior education credentials are not recognized. These groups together represent approximately 8,400 individuals annually. The absence of standardized outcome tracking prevents community programs from demonstrating which interventions reduce disconnection, so funders and school divisions continue to allocate resources without evidence of return.
The grant funds the creation of linked administrative datasets that combine Saskatchewan Ministry of Education records, post-secondary enrolment files, and tax-filing data on employment. Applicants must secure data-sharing agreements with the ministry and at least two regional school divisions before funds are released. Projects must produce public baseline and year-two reports that isolate the effect of specific program components on credit accumulation and transition to employment or further education. Evaluation designs limited to pre-post surveys without control comparisons will not meet the threshold.
Data Infrastructure Constraints in Saskatchewan
Saskatchewan requires that any evaluation use the province's existing Education Information System rather than standalone platforms. This constraint arises because the province's 296,000 K-12 students are spread across 27 school divisions with varying digital capacity. Projects must budget for on-site training in northern divisions where internet upload speeds average under 5 Mbps. Unlike neighbouring Manitoba, Saskatchewan does not maintain a centralized youth longitudinal cohort file, so applicants must construct one within the grant period using anonymized identifiers. The resulting dataset must cover at least three full academic years to capture seasonal employment patterns typical of agriculture and resource sectors.
