Youth in the same region, primarily from Dene, Cree, and Métis backgrounds, encounter the steepest loss because most secondary schools operate more than 200 kilometers from active artisan households. Southern urban centers such as Saskatoon show parallel but smaller gaps among recent migrants from reserve communities.

The funding mechanism requires applicants to map workshop sites against the provincial registry of Indigenous artisans and to submit signed agreements with at least three practicing elders per craft. Budgets must itemize travel and material costs specific to sourcing moose hide or porcupine quills from within the province.

Review criteria prioritize proposals that schedule sessions during non-harvest periods and that track participant skill checklists verified by the elders.
