The Grassland Restoration and Education Program mandates that applicants submit GIS layers showing parcels enrolled in the provincial Crown Land Ecological Management program before any disbursement occurs.
Rural municipalities with fewer than 1,200 residents experience acute shortages of heavy equipment operators certified for native seed drill calibration and prescribed burn management. These constraints limit project scale, as most available contractors are booked 18 months in advance during the May to July establishment window.
The funding covers equipment lease rates and operator wages when projects restore at least 200 contiguous hectares and commit to five-year weed monitoring using fixed photo points. All restoration plans must reference the Saskatchewan Prairie Conservation Action Plan 2023-2028 species targets, particularly for Sprague's pipit and chestnut-collared longspur. Because Saskatchewan lacks a marine coastline, funded activities must quantify downstream sediment reduction benefits to the Qu'Appelle and Saskatchewan River systems that ultimately reach Hudson Bay.
Applications require letters of support from the local rural municipality and the Saskatchewan Stock Growers Association confirming grazing management compatibility. Annual reporting includes third-party verified bird point-count data collected according to the Prairie Canada protocol.
